Rousing Refrain + Party Thrasher interaction shouldn't be possible #12494

Describe the bug

To Reproduce
Steps to reproduce the behavior:

1. Have Party Thrasher on board
2. Have an Opponent with >=5 Cards in Hand
3. Exile Rousing Refrain with the beginning of Main Phase trigger of Party Thrasher
4. Cast Rousing Refrain targeting that Opponent
5. Cast it again infinite times from exile.

Expected behavior
After resolving Rousing Refrain the first time, it shouldn't be possible to cast it again as it gets suspended and putting it on the stack makes it move Zones, which in turn shouldn't make it castable again.
