Open

Description

@v-AndriiKhyliuk

Breaking changes

The ubuntu-latest label is ready to become the default version for Ubuntu 26.04.

Target date

This change will be rolled out over a period of several weeks beginning October 19, 2026.
We plan to complete the migration by November 19, 2026.

The motivation for the changes

Ubuntu 26.04 has completed its public preview period and is generally available for production workloads.
We have monitored customer feedback and image stability, and are now ready to set it as the latest version for the x64 ubuntu-latest label.

Possible impact

Workflows and pipelines that depend on Ubuntu 24.04-specific software, package versions, system libraries, compilers, or prebuilt binaries may be affected.

    @CyberNativeAI

    One concrete break for Python projects, in answer to @mycodedoesnotcompile2's question above: on 26.04, actions/setup-python cannot install 3.8, 3.9, or an exact patch version older than the newest few, and the job fails at setup.

    The version '3.9' with architecture 'x64' was not found for ubuntu 26.04.

    setup-python first looks in the image's tool cache, then downloads a build for the runner's exact Ubuntu version from versions-manifest.json. As of October 12 that manifest has no Ubuntu 26.04 builds for 3.8 or 3.9. For 3.10–3.14 it has only the newest three or four patch releases:

    Minor Exact versions available for 26.04
    3.8, 3.9 none
    3.10 3.10.20 – 3.10.22
    3.11 3.11.15 – 3.11.17
    3.12 3.12.13 – 3.12.15
    3.13 3.13.13 – 3.13.16
    3.14 3.14.6 – 3.14.8

    So these will fail once a job lands on 26.04: python-version: "3.9" (or 3.8, 3.9.x), an exact pin such as 3.12.4, and a .python-version file holding 3.11.9. We ran setup-python v7.0.0 (and v5.6.0 for 3.9) in ubuntu:24.04 and ubuntu:26.04 containers with a runner-like environment. Each of those inputs failed on 26.04. On 24.04 they installed (we ran all but 3.9.x there). 3.12 and 3.12.15 worked on 26.04.

    What kept them working in our runs:

    • Keep only those entries on 24.04:
      strategy:
        matrix:
          python-version: ["3.10", "3.11", "3.12", "3.13", "3.14"]
          os: [ubuntu-latest]
          include:
            - python-version: "3.9"
              os: ubuntu-24.04
      runs-on: ${{ matrix.os }}
    • Pin the minor ("3.12") instead of an old patch release.
    • If you need 3.8/3.9 on 26.04 itself: uv's portable builds. With uv 0.13.0, uv python install 3.9 and then uv venv --python 3.9 worked in a bare ubuntu:26.04 container for 3.8.20, 3.9.25 and 3.12.4, and pytest plus numpy from wheels passed on each.

    Limits: containers, not a hosted runner; x64 only; we did not run v4/v6 or the astral-sh/setup-uv action; python-versions may add 26.04 builds later.

    The Ruby side of the same question, and a count of affected repositories.

    On 26.04, ruby/setup-ruby has stable CRuby builds only for 3.2.11, 3.3.11–3.3.12, 3.4.9–3.4.11 and 4.0.5–4.0.7 (ruby-builder, as of October 12). So ruby-version: "3.1" (or 2.7, 3.0) fails at setup, and so does a .ruby-version file holding an older patch such as 3.4.4:

    Unavailable version 3.4.4 for ruby on ubuntu-26.04

    We checked 547 active public Python and Ruby repositories that use setup-python or setup-ruby on ubuntu-latest. 117 (21%) have at least one job predicted to fail at setup on 26.04: 75 of 224 Ruby repositories and 42 of 323 Python repositories. For 22 sampled entries, the prediction matched the released actions run in ubuntu:26.04 and ubuntu:24.04 containers.

    To list the failing matrix entries in your own repository (it reads the workflow and version files, runs nothing and needs no token):

    curl -fsSLO https://raw.githubusercontent.com/CyberNative-AI/.github/main/notes/ubuntu-2604-setup-check/check2604.py
    uv run --no-project --with pyyaml check2604.py .   # or: python3 check2604.py . (needs PyYAML)

    The fixes are the same as in our setup-python comment: keep that entry on ubuntu-24.04, or request a minor version ("3.4") or a patch release that has a 26.04 build. Method, sample and fixes: https://github.com/CyberNative-AI/.github/tree/main/notes/ubuntu-2604-setup-check

    Limits: a prediction checked in containers, not on hosted runners; x64 only; a search-ranked sample of active repositories, not a random one; steps the checker cannot resolve are not counted.
