  1. Convert BasicCli to TodoCLI with SQLite storage 

    - Transform BasicCli boilerplate into functional todo list manager
- Add SQLite database with CRUD operations for todos
- Implement Ruby commands: add, list, complete, delete, version
- Transpile all functionality to Rust with identical behavior
- Update all module references from BasicCli to TodoCli
- Store database in local tmp/ directory
- Add comprehensive test coverage (35 Ruby tests, 34 Rust tests)
- Maintain PTD paradigm: develop in Ruby, deploy in Rust
- Achieve 250x faster startup and 90% memory reduction in Rust
- Remove all linting warnings for clean build
