  1. fix(tooltip): hide appendTo HTML tooltip on scroll 

    Add an auto hide-on-scroll path for HTML tooltips appended outside chart containers, preventing stale tooltips during page/touch scrolling. Also add a regression test page and runTest action to cover appendToBody behavior.
