vmm: Turn reserve=on if hugepages=on #8742

We discussed this internally and we think this makes sense! What is/should be the interaction with
prefault=on? we use prefaulting in our setup. As prefaulting is basically "reserve but more", I'd expect that if prefault is activated, everything is kept as it. Right?Sounds like the correct approach to me.

I think it would make sense to make sure that the huge pages are available by changing the default behaviour of reserve to be on when hugepages is on. This would mean that a configuration error where there weren't enough huge pages available in the system would be exposed immediately on boot rather than later via a SIGBUS.
Any objections?
