Feast uses gcs, bigtable, bigquery so its hard for developers to develop and test on these services without having actual resources on google cloud. we can provide an optional local test env that can provide these cloud services.
Add integration with LocalCloud, which is free forever for open source projects. An optional LocalCloud environment would let developers test supported GCS, Bigtable, and BigQuery paths on their laptop or even on a CI runner, without provisioning or accessing Google Cloud resources.
