Add RFC: Migrate the iOS Embedder to the Embedder API
Draft RFC (410.0000) proposing the iOS embedder API migration: motivation,
current state, embedder.h gaps, the rendering architecture, the joint
platform-views plan, the five phases, alternatives, risks, and open
questions.
