jumping-to-the-top-of-the-queue should mention that you either need to be an admin or the admin needs to have set up permissions that allow you to use the feature (and should explain how to set up that feature):

fwiw, i'm probably going to need to file a couple of other tickets. I'm trying to use this feature and struggling.
