cri-dockerd updated uses pre-release #23581
Description
make update-cri-dockerd-version uses pre-release v0.4.6 instead of latest stable release v0.4.4.
- v0.4.4: https://github.com/Mirantis/cri-dockerd/releases/tag/v0.4.4
- v0.4.6: https://github.com/Mirantis/cri-dockerd/releases/tag/v0.4.6
Example invalid PR: #23577
Tasks:
- Fix the updated to use only latest and filter our pre-release
- Test by running locally, should update to v0.4.0

@locker95 Please check with upstream why v0.4.6 is a pre-release - this may be a release issues - pre-release should not be named like a latest release. It should have some suffix like "-rc.1" or "-pre1".
If 0.4.6 is actually the latest version we can update now without any change.
Regardless using github releases API to get the latest version is better than searching hundreds of tags for the common case of using the latest release.
