Problems with game state data leaks and data mutation (game state isolation) #16574

continue from #16483 and #16509

Thanks to special tools and integrity checks found dozen places with data leaks (e.g. game state changes between sims and rollbacks) and data mutations (e.g. new ids on game state copy). Lead to hidden bugs in AI games and rollbacks (payment cancel is safe). Must be fixed.
