Make new events for assigning #340
Description
When someone is assigned to an issue/PR, we can use that event to create a post in Mattermost.
The task here is to add a new option to /github subscribe, in order to create a subscription for these this event type.
Note that an issue/PR can have multiple assignees.

@doniacld, I don't think the PR you have mentioned is complete. The function you created is not being called at any place
