Hi, thank you for sharing your experience so clearly. Accessibility barriers like the ones you described are serious and should not prevent eligible students from accessing the Student Developer Pack.

I am a university student and I am about 90 percent visually impaired. I use screen magnification and text-to-speech, and I work with assistive automation in the browser. I am trying to apply for the GitHub Student Developer Pack, and I am running into two accessibility barriers.
1. The application window gets stuck
On https://github.com/settings/education/benefits, after "Start an application", the dialog stays on "Gathering available school information..." and never continues. Earlier today the same form loaded normally. Since then I have tried a new tab, clearing GitHub cookies and signing in again, and restarting my modem for a new IP address. Location permission is granted and working. I suspect my repeated attempts, which take longer because of my disability, may have triggered an automated block.
2. The live camera requirement is very hard for blind and low-vision users
The application only accepts a live camera photo of a paper document, with no file upload. Framing a readable photo of a paper without seeing the screen is extremely difficult for me. My previous application was rejected because the photo was unreadable. I have an official, barcode-verifiable digital student certificate from my government portal, but I cannot submit it, and the support form says manual reviews are no longer offered.
Questions
My verified school email domain is already recognized by GitHub as my university, and two-factor authentication is enabled. Thank you for any help.
