Moves the package from Bower/Pulp to current Spago, PureScript, and the registry. Modernizes CI and dev tooling with Oxlint, Oxfmt, and purs-tidy. Published dependency bounds and library source are unchanged. One npm advisory remains in the dev-only Spago dependency chain.
