Real browsers pause requests more broadly than our matchesGlob pattern
matching: with an active route, a non-matching request (e.g. /api/data
while mocking /api/json*) reached the beforeRequestSent handler but was
neither provideResponse'd nor continueRequest'd, leaving the fetch
hanging forever (status stuck at "Fetching...").

The handler now explicitly continues any paused request that no active
route matches. continueRequest is a no-op for requests the browser never
paused, so tracking-only sessions are unaffected.

Also fixes two E2E tests that only compile-checked before:
- generate-locator codegen test now accepts the documented CSS fallback
  (drivers without the accessibility extension reject role locators)
- target=_blank tab test matches the link's aria-label accessible name
  instead of its visible text
