ci(tests): Run apt-get update before apt install
why: Since 2026-10-03 every tests job fails before pytest starts. The runner image's apt index still names libevent-2.1-7t64 2.1.12-stable-9ubuntu2.1, which the Ubuntu mirror no longer serves (404 Not Found, sometimes 502 Proxy Error), so `sudo apt install libevent-2.1-7` exits 100. Re-running the jobs fails the same way. Refreshing the index first resolves the version the mirror currently carries. The libtmux ports (libtmux-go, -rs, -ts and others) already run `apt-get update` before the same installs. what: - Run `sudo apt-get update` before the tmux build dependencies install and before the runtime libevent install in tests.yml
