Need to add disclaimer to Tribal data set to be inline with DOI processes and procedures #2251

Describe the bug
Need to add "DOI makes no warrant for legal application of this data such as uses as a legal boundary" as a note to the tribal dataset on the methodology and data page

Steps to reproduce the behavior:

1. Go to 'Methodology & data'
2. Scroll down to 'Tribal data'
3. See error

Expected behavior
Add the note to the data box
