USWDS - Feature: Gov't shutdown banner #6458

Hey @swirtSJW: we're moving this over to our component proposal discussion area to open it up to contributions from the community.

A few thoughts off the top of my head:
We've long held that Banner itself shouldn't be changed, in order for its consistency across the federal government to be recognizable as the way you can tell a site is an official one. Also, not all agencies either shut down or notify their visitors that a shutdown is in effect, so that would be another way Banner would then not be consistent across all federal government sites.

So I'd suggest any kind of shutdown or continuing resolution notification will need to take a different form than being integrated into the USWDS Banner component.

Happy to think through other options with you here, but also want to pause to open it up to the community for thoughts too.
