The README clarification in #6955 has merged. It distinguishes the worldwide data used by Browserslist from analytics.usa.gov and from browser and assistive-technology testing. That change did not alter browser targets or drop support for a browser.
The remaining decisions belong in this discussion:
Which observation period should inform browser support?
How should desktop and mobile usage be considered separately?
What testing does USWDS commit to when it calls a browser supported?
How should agencies' audience data inform those decisions?
Once we agree on the policy, any documentation, configuration, or testing changes can be tracked as specific implementation issues. The original report and conversation remain in #5888.
