The beloved "Propose a contest/problems" tab now supports proposing Div. 3 and 4 rounds. It is available for blues and purples above a certain number of contest participated threshold with no history of sussy contest behaviors.
Please submit your proposals there instead of doing osint to find my contacts or contacting everyone I ever spoken to tell them you need me to coordinate you. Thx.

If not, maybe Kan should update the old blog(and the annoying waiting queue, my proposal has been 2 months, :sob).
I'm not sure what rules you are talking about, but there will most definitely be a queue since our team of reviewers for these lower divisions is smaller than the usual reviewers. I guess we'll just have to wait and see how long the queue becomes.

I've read your blog about the cutting to 50 or so contests, and I'm really touched. Think about it, when you've competed 100 contests, you won't be expert or CM anymore... Anyway, I personally think the 100 contests requirement is biased. I even think that newbies and unrateds should have a saying too, I'm been waiting for a Div.4 for ages... I'm not fuzzy for a Div.3 though, but the latest one will be on Thursday. I'm still at school and I've had loads of homework... Is CF cursed for Chinese OIers or something??????
apparently its not 100 contests but a much smaller number of contests that only count if you are in expert when participating.

Cuz on only one problem (which i published in my blog) i spend nearly a week, and then saw, that this is just a basic problem. And in that amount of time, you can do some freelance, and will get even more than these 200$. Only, in my opinion, Div 1 + Div 2 should give really much money, cuz its really hard to do Div 1 itself. Its just my opinion, and maybe the reward was the same, but then its more logical to do much of Div 3 to gain max amount of money.

Yeah, you get $1150 USD for making a div1, which is 77 hours @ 15/hour or 38 hours @ 30/hour. It definitely takes at least probably 5-15 hours per problem * 8 problems lol

Seems like the threshold is 100 (cleanest number between 82-128) for experts, guess it's lower for CM

Unfortunately, it is a complicated heuristic composed of many $$$N\mid N\geq{1}$$$ various heuristics utilizing a complex algorithm which weighs the heuristics together to create a likeliness value $$$K$$$. If $$$K\geq{X}$$$, where X is a set value, then the user is suspected of cheating. Otherwise they are not. The algorithm in specific is too complicated to write in a single comment. However, the algorithm has $$$95\%$$$ correctness. Thank you for your interests in the algorithm, but I'm afraid it is too complex.
