What Does This Do

Replace @DataDog/apm-sdk-capabilities-java with @DataDog/apm-sdk-capabilities in all 33 CODEOWNERS rules and the team heading.

Motivation

The language-specific APM SDK Capabilities teams are being deleted. Route ownership to the base team before deleting them.

Additional Notes

Before merging, grant the base team write access to this repository so GitHub recognizes it as a code owner. The team currently has read access.

Validation: git diff --check passed. Checked all 11,932 tracked paths and their available file contents; no language-suffixed APM SDK Capabilities references remain. Verified the diff contains only the exact team replacement. Tracer tests were not run for this ownership-only change.
