Add fields to better capture Service and Service Provider status #2134

Add fields to Service and Service Provider

• date_start_designation, type date
• date_end_designation, type date, default NULL
• auto_status, one of [Current, New, Retired]

auto_status is computed as:

Current (if date_end_designation == NULL)
New (if date_end_designation == NULL and if YYYY of date_start_designation is current FY)
Retired (if date_end_designation has a value for MM/DD/YYYY older than current date)

Deprecate fields

Deprecated fields will be removed from the UI and tagged as deprecated in the API documentation. To avoid breaking changes, they will still be returned in v1 of the API.

Fields to deprecate in Service Provider

All of these fields can be computed from the new fields.

• new_hisp, equivalent to auto_status == New
• inactive, equivalent to auto_status == Retired
• year_designated
