Summary

  • Drop .github/workflows/codeql.yml: codeql-action doesn't support Linux ARM64 (upstream: github/codeql-action#4072, #2700), and every CodeQL actions-language rule already maps to a zizmor audit already running on our ARM64 fleet.
  • Raise the zizmor step's min-severity in ci.yml from high to medium, to cover the one gap CodeQL closed that zizmor's default threshold suppressed.
  • Replace scorecard.yml's ossf/scorecard-action (amd64-only image, failing every scheduled run on ubuntu-24.04-arm since 2026-07-20 per ossf/scorecard-action#1697) with the checksum-verified linux_arm64 scorecard CLI binary, matching the existing cargo-semver-checks download pattern, and upload SARIF via github/codeql-action/upload-sarif.
  • Drop publish_results/id-token: write — no CLI equivalent exists and there is no published Scorecard score to preserve today.

Raising zizmor's min-severity to medium surfaced two pre-existing findings unrelated to CodeQL/Scorecard, fixed in a follow-up commit:

  • dtolnay/rust-toolchain was pinned to the stable branch tip but commented # 1.97.1; that comment resolves to a different, diverged commit, which is exactly the ref-version-mismatch audit's check. The actual installed version is set via the toolchain input (with: toolchain: "1.97.1"), unchanged; only the comment is corrected to # stable, matching how this same pin is already annotated in update-deps.yml and matching how Renovate has bumped it here before (chore(deps): update github-actions).
  • release.yml and release-repair.yml passed secrets: inherit into the reusable build-and-attest.yml workflow, which only ever reads the auto-provided GITHUB_TOKEN. Dropped the unneeded blanket secret grant.

Test plan

  • .github/workflows/codeql.yml removed
  • zizmor step in ci.yml set to min-severity: medium
  • scorecard.yml no longer uses ossf/scorecard-action; runs the checksum-verified linux_arm64 CLI binary on ubuntu-24.04-arm
  • SARIF output uploaded via github/codeql-action/upload-sarif
  • No .github/workflows/** references to codeql-action/init or codeql-action/analyze remain
  • actionlint passes on all changed workflow files
  • zizmor passes in CI at min-severity: medium (no regressions from the severity raise)
  • scorecard.yml scheduled/dispatch run succeeds on ARM64 (verify after merge; no exec format error)

Closes #1398

codeql-action doesn't support Linux ARM64 (upstream: github/codeql-action#4072,
#2700), and every codeql "actions" rule already maps to a zizmor audit running
on ARM64 in ci.yml, so drop codeql.yml and raise zizmor's min-severity from
high to medium to keep equivalent coverage.

scorecard-action's amd64-only image has failed every scheduled run on
ubuntu-24.04-arm since at least 2026-07-20 (ossf/scorecard-action#1697).
Replace it with the checksum-verified linux_arm64 scorecard CLI binary,
matching the existing cargo-semver-checks pattern, and upload SARIF via
codeql-action/upload-sarif.

Closes #1398

Raising zizmor's min-severity to medium (this PR) surfaces two pre-existing
findings unrelated to codeql/scorecard:

- dtolnay/rust-toolchain is pinned to the "stable" branch tip but commented
"# 1.97.1", which zizmor reads as a mismatched version comment since a
branch literally named "1.97.1" points elsewhere. The actual desired
version is already set via the "toolchain" input; correct the comment to
"# stable" to match what's really pinned (matches the existing correct
  usage in update-deps.yml).
- release.yml and release-repair.yml pass `secrets: inherit` into
build-and-attest.yml, which only ever reads the auto-provided
GITHUB_TOKEN. Drop the unneeded blanket secret grant.

ossf/scorecard-action:v2.4.4 ships an amd64-only docker image and has
failed every scheduled run since 2026-06-15 with "exec format error" on
our ubuntu-24.04-arm fleet (upstream: ossf/scorecard-action#1697, open,
unresolved on latest). Replace it with the checksum-verified linux_arm64
scorecard CLI binary and upload SARIF via codeql-action/upload-sarif,
matching the fix already applied in clouatre-labs/aptu-coder#1399.

The CLI has no equivalent to scorecard-action's publish_results flag
(that flow signs results via cosign/Fulcio/Rekor and POSTs to
api.scorecard.dev from inside the action's Go binary, with no CLI
flag exposed), so the existing scorecard.dev score will stop updating.
Confirmed no README badge depends on it and CI Result remains the sole
required status check.

Raise zizmor's min-severity from high to medium for stronger coverage;
verified locally this surfaces zero new findings against the current
workflow set.

Bump MCP_PUBLISHER_VERSION to v1.8.1 per the workflow's own comment
instructing manual bumps when a new release ships.
