The linux-TEST-vars and linux32 jobs run in Ubuntu 20.04 containers, which are end of life. Their package mirrors now fail often enough that both jobs die while installing git or preparing the container, before any tests run.

  • linux-TEST-vars moves to Ubuntu 22.04, which still ships gcc-8. The Python 2 special case is dropped.
  • linux32 moves to the i386 Debian image, since Canonical publishes no i386 image newer than 20.04.

This overlaps with the larger series in #2445, so whichever lands first makes the other one trivial to rebase.

The linux-TEST-vars job runs in an Ubuntu 20.04 container, which has
reached end of life. Its package mirrors now fail often enough that
the job dies while installing git, before any tests run.

Use Ubuntu 22.04 instead. It still ships gcc-8, so the job keeps
testing with an older compiler. Python 2 is not installed there, so
drop the special case that picked it on 20.04 and always use Python 3.
The linux32 job runs in an i386 Ubuntu 20.04 container, which has
reached end of life. Its package mirrors now fail often enough that
the job dies while preparing the container, before any tests run.
Canonical publishes no i386 image newer than 20.04.

Use the i386 Debian image instead, which is still maintained.
