Pin consistency is clean — a repo-wide grep for both actions returns exactly these six lines, all on the new SHAs. No stale pin left behind, and both sub-paths of codeql-action moved to the same commit (b96794f), which is what you want since they share a runtime.

codeql-action 4.37.9 → 4.38.0

Three upstream changes, mapped onto this repo's config (ubuntu-latest, queries: security-extended, matrix go/autobuild + actions/none):

  • Toolcache bundle cleanup (#4124) — deletes unused bundles before downloading a new one. Benign, mildly helpful for the go autobuild job's disk headroom.
  • Linux Arm64 bundle support (#4072) — no-op here; the job runs on amd64 ubuntu-latest.
  • Default CodeQL bundle 2.26.4 → 2.27.0 (#4129) — this is the only change with real behavioral surface.

The bundle bump is the one to watch. A minor bundle bump carries updated query packs, and security-extended is a broad suite, so it can surface new alerts on unchanged Go code and can shift fingerprints on existing alerts (an alert may re-appear as new rather than staying matched to its old state). That's not a failure mode — nothing in codeql.yaml gates on findings, results just land in Security → Code scanning and as PR annotations.

Follow-up check: after this merges to main and the baseline scan runs, glance at Security → Code scanning for a batch of newly-introduced alerts attributable to 2.27.0 rather than to actual code. Per CLAUDE.md, the documented remedy if security-extended gets noisy is a .github/codeql/codeql-config.yml with query filters, not falling back to the default pack.

setup-cli-action 5.2.1 → 5.2.2

Patch release, and the changelog is entirely transitive dependency bumps in the action's own build (undici, tar, js-yaml, brace-expansion — the last two being security patches) plus its internal CI. The dist/ bundle was recompiled, so the runtime bytes did change, but there's no input/output change. All four call sites pass only version:, which is unaffected. Nothing to do.

Two notes (neither introduced by this PR)

1. main.yaml gets zero pre-merge validation. It's on: push: branches: [main] only, and it's the sole consumer of setup-cli-action. So this bump isn't exercised by any PR check — the first real run is post-merge on main. Risk here is genuinely low (patch bump, no interface change), but it's worth knowing that a green PR says nothing about those four steps. If a future setup-cli-action bump is a major, consider dispatching the workflow manually from the branch first.

2. The CLI itself is unpinned. main.yaml:22 sets KOSLI_VERSION: 'latest'. The action is rigorously SHA-pinned — as is every other action in this repo — but the binary it then downloads floats. That means the actual kosli CLI running your attestation steps can change without any PR, which undercuts the pinning discipline everywhere else and makes pipeline behavior non-reproducible across reruns of the same commit. Pinning to an explicit version and letting Dependabot (or a periodic manual bump) move it would make CLI upgrades reviewable the same way action upgrades are. Deliberate trade-off if you want CLI fixes automatically, but flagging since the contrast with the SHA pins is stark.

Verification caveat

I confirmed each pinned SHA matches the commit Dependabot lists as the tag head in its own PR body, and that the trailing # vX.Y.Z comments agree with those SHAs. I could not independently re-resolve tag → SHA against the GitHub API — gh api and WebFetch were both unavailable in this run. If you want that independent check wired in, zizmor or ratchet in CI would verify pin/tag agreement on every actions PR.
