Capture the raw X-GitHub-Copilot-Request-Te response header once per model
call and forward it unchanged as
gitHubCopilotRequestTeon GitHub-boundtelemetry. VS Code never interprets, normalizes or defaults the value, and
the property is omitted when the header is absent (e.g. BYOK and non-CAPI
endpoints).
