Merge the two charters into docs/community/working-groups/files.mdx with three workstreams (content transfer, resource write operations, file inputs), remove the old charters, add nav entry and redirects from both old paths, and point the roadmap at the new group.

Resolves the modify/delete conflict on docs/community/working-groups/file-uploads.mdx (main fixed an OWASP link in a file this PR removes) by keeping the file deleted.
Widen the mission statement and workstream 2 to cover listing, search, bulk reads, and typed errors alongside writes and stat. Drop the ordering dependency on the transfer workstream, and let file inputs take a reference to a Resource.

Before: Two working-group charters cover file content moving between MCP clients and servers: File Uploads (April 2026, anchored on the closed SEP-2356, never updated) and Filesystems (August 2026). Their live work collides on whether transferred files use a separate
files/*method family (SEP-2631) or the Resources primitive (SEP-2532, the closed SEP-2571), and the roadmap assigns filesystem-like resource semantics to the File Uploads WG.After: One Files WG charter at
