Adds a new PHP event, core.messenger_template_paths, fired in messenger\method\base::template() right before the assembled search paths are handed to set_template_paths(). A listening extension can append its own extension-owned directory to template_paths, letting it supply an override for a core notification email .txt template (e.g. post_in_queue.txt) without patching core or duplicating the whole notification type — see the linked ticket for the full use case.

Fires in messenger\method\base::template() right before the template
search paths are resolved into set_template_paths(), letting an
enabled extension append its own extension-owned directory to
template_paths so it can supply an override for a core notification
email .txt template without patching core.

PHPBB-17722
Return the supplied event variables from the dispatcher mock, matching
real dispatcher behavior when no listeners modify an event.
