The 3.3.x merge 2a2dad2 brought
localise_meridiem()from PHPBB-15556 into master asstatic protected. Master's code sniffer rejects that order, so the "Phing sniff" step of "Tests / PHP 8.2 - none" fails on master and on every pull request against it. This declares the methodprotected static. Only the modifier order changes. 3.3.x is left as it is, since that order is normal there. This is against master because only master's sniffer rejects it.
This also fixes the one failing check on #7093 (PHPBB-17746), which fails the same sniffer step for this reason, not because of its own changes.
Claude ran
phing sniff(BUILD FINISHED, no errors) and the datetime tests on SQLite (28 pass).Investigated and written by Claude on behalf of William Jacoby (bonelifer).
