Default value on time picker component is ignored #4331

Describe the bug
When initializing a time picker with a default value, the default value is ignore.

Steps to reproduce the bug
- Use time picker HTML
- Update the value attribute to '12:00pm'
- Verify the time picker is empty after initialization
Expected behavior
I expect the matching value to be pre-selected if found in the combo box of times.
System setup
- USWDS version: 2.12.1
- Device: Tested on desktop, but pretty sure it's on all devices
- Operating system: Tested on Windows, but pretty sure it's on all devices
- Browser and version: Edge 93.0.961.52
Additional context
This is not an urgent issue for us.
