Sass JS API is updating and removing the deprecated renderSync() function in Dart Sass 2.0.0

Proposed solution
Replace renderSync() with compile() or compileAsync() based on our implementation.
The only use that needs to be updated seems to be in util.js.
Note
The unit tests that are importing and using util.js are currently not being ran at any point. #6294 plans to address this.

Blocked by #6294.We need to update the render function inutil.jsto make sure the SASS deprecation warning is gone.Not blocked, but should be de-prioritized since this function is being used in unused code which will be re-worked or removed.

I'm closing this as complete. The Sass helper now uses
compileStringinpackages/uswds-core/src/js/utils/test/util.js:16-24, and norenderSyncreferences remain in the repository.There is still a testing gap: only the specs under
src/testimport this helper, and the current test run doesn't execute those specs. So the API migration has landed, but a passing test hasn't verified it. That work remains open in #6294.
