USWDS - Bug: Enhanced components aren't initialized in Storybook stories #6663

Describe the bug

The USWDS Storybook app doesn't initialize enhanced components when the story renders.
Some of the consequences:

1. ComboBox renders like a select component.
2. Accordions render with all of the accordions open.
3. DatePicker and DateRangePicker don't have the calendar to interact with.
4. Header renders with nav items open.
5. CharacterCount is static, with no soft failure state, and no feedback on remaining characters.

Steps to reproduce the bug

1. Go to https://federalist-3b6ba08e-0df4-44c9-ac73-6fc193b0e19c.sites.pages.cloud.gov/preview/uswds/uswds/develop/
2. Examine these components:
   -- Accordion
   -- Character Count
   -- Combo Box
   -- Date Picker
   -- Date Range Picker
   -- File Input
   -- Header
   -- Time Picker

Expected Behavior

The components should be initialized properly so they match the USWDS site examples.
E.g. https://designsystem.digital.gov/components/combo-box/
