Component status page: mark Input mask "Use with caution" - #3232

Input mask failed WCAG 2.1 AA, and the component page and its accessibility-tests page already say "use with caution" — but the component status page still said "Released". Update the lifecycle status data so all pages agree, and add a spec guarding the data file. Fixes uswds#3185

What this does
Updates the component status page so Input mask shows "Use with caution" instead of "Released."
Why
Input mask failed WCAG 2.1 AA. The Input mask component page, its known issues section, and its accessibility test page all already reflect this — but the status page still said "Released." Now every page tells the same story.

Build the site and open
/components/status/— scroll to Input mask. Its released-column label now reads "Use with caution" on an orange background, in both the desktop and mobile tables.Or run the tests:
