Keep Android Open

Your phone is about to stop being yours.

83 days until lockdown

Starting in 2027*, a silent update, nonconsensually pushed by Google, will block every Android app whose developer hasn't registered with Google, signed their contract, paid up, and handed over government ID.

Every app and every device, worldwide, with no opt-out.

↓

What Google is doing

In August 2025, Google announced a new requirement: starting in 2027, every Android app developer must register centrally with Google before their software can be installed on any device. Not just Play Store apps: all apps. This includes apps shared between friends, distributed through F-Droid, built by hobbyists for personal use. Independent developers, church and community groups, and hobbyists alike will all be frozen out of being able to develop and distribute their software.

Registration requires:

If a developer does not comply, their apps get silently blocked on every Android device worldwide.

Who this hurts

You

You bought an Android phone because Google told you it was open. You could install what you wanted, and that was the deal.

Google is now rewriting that deal, retroactively, on hardware you already own. After the update lands, you can only run software that Google has pre-approved. On your phone: your property, that you paid for.

Independent developers

A teenager's first app, a volunteer's privacy tool, or a company's confidential internal beta. It doesn't matter. In 2027, none of these can be installed without Google's blessing.

F-Droid, home to thousands of free and open-source Android apps, has called this an "existential" threat. Cory Doctorow calls it "Darth Android".

Governments & civil society

Google has a documented track record of complying when authoritarian regimes demand app removals. With this program, the software that runs your country's institutions will exist at the pleasure of a single unaccountable foreign corporation.

The EFF calls app gatekeeping "an ever-expanding pathway to internet censorship."

Google's "escape hatch" is a trap door

Google says "power users" can "still install" unverified apps. Here's what that actually looks like:

  1. Delve into System Settings, find About Phone
  2. Tap the build number seven times to enable Developer Mode
  3. Dismiss scare screens about coercion
  4. Enter your PIN
  5. Restart the device
  6. Wait 24 hours
  7. Come back, dismiss more scare screens
  8. Pick "allow temporarily" (7 days) or "allow indefinitely"
  9. Confirm, again, that you understand "the risks"

Nine steps. A mandatory 24-hour cooling-off period. For installing software on a device you own.

Worse: this flow runs entirely through Google Play Services, not the Android OS. Google can change it, tighten it, or kill it at any time, with no OS update required and no consent needed.

This is bigger than Android

If Google can retroactively lock down billions of devices that were sold as open platforms, every hardware manufacturer on the planet is watching.

The principle being established: the company that made your device gets to decide, after you've bought it, what software you're allowed to run. In software, this is called a "rug pull"; but at least you could always install competing software. In hardware, it is a fait accompli that strips you of your agency and renders you powerless to the whims of a single unaccountable gatekeeper and convicted monopolist.

Android's openness was never just a feature. It was the promise that distinguished it from iPhone. Millions chose Android for exactly that reason. Google is now revoking that promise unilaterally, on devices already in people's pockets, because they've decided they have enough market dominance and regulatory capture to get away with it.

Ars Technica: "Google's Apple envy threatens to dismantle Android's open legacy."

But wait, isn't this...

"...just about security?"

The security rationale is a smokescreen. Google Play Protect already scans for malware independent of developer identity. Requiring a government ID doesn't make code safer. It makes developers identifiable and controllable. Malware authors can register. Indie developers and dissidents often can't. The EFF is blunt: identity-based gatekeeping is a censorship tool, not a security one.

"...still sideloading if you use the advanced flow?"

Nine steps, 24-hour wait, buried in Developer Options, delivered through a proprietary service that Google can revoke whenever they want. That's not sideloading. That's a deterrence mechanism built to ensure almost nobody completes it. And since it runs through Play Services rather than the OS, Google can tighten or kill it silently.

"...only a problem if you have something to hide?"

Whistleblowers, journalists, and activists under authoritarian governments will be the first victims. People in domestic abuse situations are next. All these groups have legitimate reasons to distribute or use software without putting their legal identity in a Google database. Anonymous open-source contribution is a tradition older than Google itself. This policy ends it on Android.

"...the same thing Apple does?"

Apple has been a walled garden from day one. People chose Android because it was different. "Apple does it too" is a race to the bottom and a weak tu quoque argument. And under regulatory pressure (the EU's Digital Markets Act), even Apple is being forced to open up. Google is moving in the opposite direction: attempting to further entrench its gatekeeping status.

"...just $25 and some paperwork?"

Maybe, if you're a developer in the US with a credit card and a driver's license. Try being a student in sub-Saharan Africa, or a dissident in Myanmar, or a volunteer maintaining a community health app. The cost isn't only financial: you're surrendering government ID and evidence of your signing keys to a company that routinely complies with government demands to remove apps and expose developers.

Fight back

Everyone

  • Install F-Droid on every Android device you own. Alternative stores only survive if people actually use them.
  • Contact your regulators. Regulators worldwide are genuinely concerned about monopolies and the centralization of power in the tech sector, and want to hear directly from individuals who are affected and concerned.
  • Share this page. Link to keepandroidopen.org everywhere.
  • Push back on astroturfers. The "well, actually..." crowd is out in force. Don't let them set the narrative.
  • Sign the change.org petition and join the over 100,000 signatories who have made their voices heard.
  • Read and share our open letter
  • Tell Google what you think of this through their own developer verification survey (for all the good that will do).

Developers

Do not sign up. Don't join the program by signing up for the Android Developer Console and agreeing to their irrevocable Terms and Conditions. Don't verify your identity. Don't play ball.

Google's plan only works if developers comply. Don't.

Google employees

If you know something about the program's technical implementation or internal rationale, contact tips@keepandroidopen.org from a non-work machine and a non-Gmail account. Strict confidence guaranteed.

"Trying to avoid strangleholds and controlling policies like this is literally the exact reason i use Android over Apple products, this is a massive step backwards for Android that sets a major precedent for censorship and monopolization that i absolutely loathe, this WILL make me significantly more likely to avoid Android and use other brands in the future if gone through with. This isn't protecting anyone, it's just a sickening bid for even more power and control. "

Grace, change.org

"Let's all join forces in this fight because freedom cannot be violated "

Fernando, change.org

"The reason I use Andoid is because of its openess, I would not be using a Samsung or Google device if it didn't mean I could download and boot my own OS or developp my own apps for fun without having to jump through hoops. I also use APKs on the regular because they allow better backwards compatibility with older versions of Android and ease of installation. FOSS for the win. "

Nico, change.org

"As a long-time Android enthusiast, I strongly oppose your push to force developer ID verification for APK sideloading. This policy erodes the open ecosystem that drew millions to Android, blocking access to legacy apps, region-locked content, and custom tools from sources like F-Droid. Under the guise of security, it stifles innovation and user freedom. Please reverse this immediately and honor Android's roots in choice and accessibility. "

Lucas, change.org

"It isn't safe to bottleneck every human user to obey a s>ngle companies whims. This will be fought in court, I'm sure. But in the meantime I will fight this disagreeable motion. This is a freedom of privacy and speech, in the enar future if you have an unsavory opinion, towards Google or other, you will be targeted. "

"Our phones, our choice!!! "

"By closing up android to block other app stores and sources of software you're destroying what makes android great. Free Software was used to build your company and you vowed to "Not be Evil". Now that you're in a position of market dominance you have a big choice to make. You can keep Free Software working for everyone as the steward of Android and make sure that your product doesn't get worse. Please don't take the coward's way out, claiming that this is to protect users. Those that would trade freedom for security deserve neither! "

Glen, change.org

"As others have definitely stated along with me, the Android platform was always chosen over Apple because of the freedom it allowed. Creating another oppressive "nanny" based prison environment for customers is not the answer. No "features" or promises of "safety" are worth giving up freedom of a once open OS. "

Jason, change.org

"Freedom has not been free. I had to change my name to even talk here without feeling like I am spied on. Let the people be free and happiness shall come, that is all I want to add. "

Fawks, change.org

"Many game developers who don't want to go to the trouble of posting in an app store (because they don't want to be exploited by the algorithm or are just programming students wanting to share Your creation with friends) would have difficulties with the new apk restriction, in addition to old games that no longer exist in any store are made available in Apk form,Some older phones also cannot install applications from the play store etc. so applications are often installed through apk, especially Work apps "

Emanuelle, change.org

"Freedom to think and develop without cynicism. "

David, change.org

"The selling point of Android has always been freedom, in contrast to Apple's centralized ecosystem. I use Android because it allows me to tailor my experience to my wants and needs rather than what a big corporation decided that I need. I like supporting small creators and developers, which will be made increasingly more difficult with such a barrier to app creators. If you turn into Apple, there is no more reason to choose Android. You will just be another form of unnecessary censorship and limitation. "

Jackson, change.org

"There are but few remaining bastions of independance left these days. Google, You have taken the cake, the pies, the rest of the desert tray and the full feast before it and left only crumbs in your wake. Are you really about to double back to hoover those up too? Competition is a net gain in any space and promotes growth and vitality! We need places for independents to opperate and users to choose freely what resonates with them and thier own values! Kindly, leave some space! "

"Open source projects are important for not just developers, but users too. Any attempt to close android would be bad for people who want to switch to secure alternatives like graphene or lineage, but also bad for android too, as it strips community development and comments which helps improve the OS. "

Nathan, change.org

"Protect Android FREEDOM... I’ve used Android for years because it stood for freedom and choice. But lately Google has been making it harder to install APK files apps that come from outside the Play Store. That freedom to choose what I put on my own phone is what made Android different, and it’s slowly disappearing. I’m not a developer or hacker just someone who believes that the device I bought should truly belong to me. I should be able to install safe apps from any source without being blocked or discouraged. This isn’t about breaking rules it’s about keeping control over our own technology. If Google keeps tightening these restrictions Android will lose the openness that made it great. I care because user freedom matters and I don’t want to see it taken away bit by bit. "

Boris, change.org

"I am developer and i need work that, dont block my work "

Celso, change.org

"I've always installed software from whatever source I chose. I don't think locking things down on Android any more than they already are helps anyone. It just adds fuel to suspicions we already have about Google vision due the Android ecosystem. "

Jason, change.org

"It is very important that Android remain an open platform. I bought into Android for customization, freedom to mess with things about the operating system, and generally to not have an iPhone. Instead, this lock-down is threatening all of that. Do not proceed with the lock-down, Google. "

Ezra, change.org

"Android was born as an open-source solution, more free and democratic for users. I believe that if they maintained their stance of freedom, this would continue to strengthen the OS as a good alternative to other closed-source software. "

Felipe, change.org

"Not only are open platforms important in general, but this effort specifically is an anticompetitive and a fraudulent attempt by Google to begin walling the garden after profiting off of the work of devs in the community and the consumers who bought their products FOR the open nature of the software and devices. The goal here is not to secure the platform, its to kill open source and privacy conscious competition to Google's corporate surveillance complex. "

"Android is Linux. Linux is free! "

Arthur, change.org

"Android has always been the superior product because it has allowed it's users the ability to customize their phones and download what they want. To take that away would make you no better than Apple "

Mike, change.org

"Every year my tech gets less and less useful, it seems like every time I look away Alphabet adds more hurdles to jump over simply to have basic access to MY device. Google is a glorified intelligence agency conjured from the depths of DARPA and the CIA. They're allowed to retain their monopoly, not only because of the capitalist dystopia we live in, but because they're a thinly veiled arm of our criminal government, being welded like a cudgel against not only China's much superior tech industry, but the entire world in the form of the tailor made, digital echo chambers they lock us in. "

Steven, change.org

"Side loading is the way I have made my phone run better, my privacy has been better maintained and it gives me freedom that Google and Apple don't. By blocking side loading apps Google is essentially turning into another Apple. It is no wonder why Motorola is looking at returning GraphineOS as well as other manufacturers are using Linux based phone OS's. People need that freedom that android has given us. "

Daniel, change.org

"Dear Google, As a life-long Android user, the perspective of this program ever coming into place is simply devastating. The Android Project was built with the promise of open-source software, community-driven development and digital freedom at its core. This promise has been a vital part of its success, from its humble beginnings to the widely popular and prolific ecosystem we have today. Any measure that does not fully respect these core values is a direct threat to the Android Project as a whole and a betrayal of its community. I believe the "Android developer verification requirements" program as it stands is such a measure. Therefore, I urge everybody involved at Google to seriously reconsider this program to the benefit of the Android Project and its community. Sincerely- "

"I don't develop any apps, I do believe in freedom. Freedom to put whatever kind of gas I want in my vehicle(sorry EV's!). Freedom to make make some cash on the side whenever I decide to clean out my storage and have a garage sale. Freedom to choose what apps I can install on a device, running android os which I have rightly paid for. There are other options available Google if helping to keep people safe from running buggy apps on their devices is what you really care about. No need to try and be the app gatekeepers for the future. I pray someone snaps back to reality there before your company proceeds to far down this dark path. "

John, change.org

"Google’s success with Android has always been built on the foundation of an open ecosystem. I am signing this petition to urge Google to preserve the right to sideload applications and install APKs. Restricting this functionality would significantly limit user autonomy, stifle innovation from independent developers, and consolidate control in a way that goes against the spirit of the platform. Android should remain a tool that gives power to its users, not one that restricts their ability to choose where their software comes from. Please keep Android open "

Pablo, change.org

"Not allowing users to install the applications of their choosing on their own device and forcing developers to verify themselves with Google, even if they exclusively want to make their applications available on alterntive app stores is outrageous and completely unacceptable. "

Brandon, change.org

"I chose to use android for the freedom and customization within its current limits. I have never owned any other type. If this passes, I will be leaving galaxy and Google android devices. I believe in freedom and privacy for all. "

Joel, change.org

"Like me and other out there we like to use apks to download apps for free and we should have the freedom to download whatever we want on to our android phones they are our phones and we can download what we want on them and to see Google taking away apks and the freedom of download apps is bad and Google are also taking away features from the recovery screen and we should be free to install whatever software we want on Androids like custom OSs and good wants to make it harder for developers to share their apps and projects and Google wants control over our devices and they want to control of what we can and cannot download we need to stop Google from doing this and spread the word "

Fynch tc, change.org

"Android giving users choice has been the staple point of android OS. Removing choices like sideloading apps is not the move. I develop apps for myself, I do not want to be "an approved developer" I don't have time nor care for that. This action also is the beginning of censorship, and monopolization of android OS. Android started as an open operating system, you have simply turned it into a reskinned Apple OS. Your choice to go anti-consumer is going to hurt. You are not "protecting" anyone "

Seth, change.org

"first off i bought this phone i should have the right to put what ever program i want on it, I'm already upset so many things are locked behind root access my wife is a programmer and she fiddles with android programs. this would mean she can't do this anymore. it makes it a lot harder for indie android programmers to get started "

Joshua, change.org

"Bro, Google is screwing up with this. Developers and emulators are going to be screwed. They're going to end up ruining the freedom we had and turning it into iOS 2. They're doing everything wrong. "

"Google is making Android more similar to iOS, and we cannot remain passive. We need to unite and resist Google's monopoly control. "

Jerry, change.org

"No one is happy about this change. F-droid is infinitely more trustworthy than the play store, and does not need google prying into developers personal info to keep people safe. Being an open platform is the fundamental basis of android user's usage "

Cris, change.org

"Android has long been the operating system that has allowed customization and freedom. It's the bedrock on why I use the platform. Taking away the ability to use FOSS and alternative sources just kills what makes Android Android for me. At that stage I might as well give in and get a blue bubble and better base privacy. Super disappointed in this direction. "

Jacob, change.org

"if this goes ahead I will simply refuse to use Android and move to a linux 'phone. "

Graham, change.org

"Goolag, you are destroying Android and becoming the new Apple. Soon, there will be no escape from your lifeless, locked-down, prison-sentence operating system. Anyone who wants to use real Android, with APKs, custom ROMs, actual Material design, will be locked out. Rooting will be impossible, and Android will be gone. No more cuddly bugdroids to open the lock. No more Graphene OS. No more Lineage OS. No more TWRP. Terabytes upon terabytes of open-source projects, all rendered obsolete. Keep Android open. Because nobody will buy your half-baked, Gemini-centered trash, and live in your dystopian agentic world. Your aiPhones will sit on shelves, never purchased. Sideloading bans will not protect anyone. They will only make the Android community collapse. If you are not from Goolag, listen carefully. Get a custom ROM now, and remove everything with the word “Google” from your devices. Use Startpage instead. Install NewPipe and bypass Goolag’s ad revenue. Sabotage Goolag in every way possible. But do it legally, friends! You don’t want to be caught by the FBI for criminally pirating paid software off of sites like Aptoide! "

"I have Android phones for just one reason: The freedom they provided so far. Some of my main apps are side-loaded. This move of Google is a huge disappointment. It’s a terrible abuse of monopoly power. "

Andreas, change.org

"When I'm bored, I don't look through the play store - it's full of ads and mind-numbing time wasters. Instead, I look through f-droid, which is full of solo developer apps designed to actually be useful and solve a problem. Maybe a problem unique to that one developer, but it's always interesting to look at. We flock to Android because apple doesn't let us side-load. Why take away something that is core to many users experience and has only limited security problems? We all know this isn't about security, it's about control. It's my phone, let me do what I want with it. (And don't even get me started about Android's rollback "protection" >:( ) "

Spencer, change.org

"We need independent devs and apps to maintain a viberant ecosystem in the face of modern stagnation. Plus people have the right to choose products that align with their own values and needs. "

"APKs have brought really cool Android ports to game sites like GameJolt, and and I don't want to see that go away. Also, I heard licenses for these things can get pretty darn expensive, which isn't cool. "

Deirdre, change.org

"Android's strength has always been its openness. Closing or limiting this system violates users' trust in the principles that led them (or rather, us) to choose Android as their (our) OS. That's why we urge you to keep Android open and not implement any developer or app registration system. Build bridges and educate your users to venture beyond them, rather than erect walls trying to isolate them. "

Edoardo, change.org

"Stop destroying our freedom! "

Alberto, change.org

"Freedom to install apps not verified by Google is one the main reasons to choose android over IOS. And claims that it's for security is BS. There are plenty of malicious apps on the playstore anyways, and this is going to lead to people who don't necessarily know what they're doing doing things like rooting their device, unaware of the risks. Besides, why is it any of Google's business what apps I install on a device I purchased? "

Cliff, change.org

"Android has always been the mobile enthusiast's dream. Please don't take that dream away. "

Logan, change.org

"Choosing Android was choosing a degree of freedom and opportunity to use my device like it was device. The all the anti-competitive legislation, it is impossible to fathom how this move to wall-off the ecosystem and close the source could be suggested. This "update" would actually reduce the function and privacy opportunities of the device I OWN. This is: https://www.youtube.com/watch?v=T4Upf_B9RLQ If Google continues course, I would choose Apple as the lesser of two evils, with more polished hardware. "

Sean, change.org

"A company like Google should not be allowed should not be allowed to do something like this. As a regular user I find what they are trying to do deeply concerning. When I choose to buy an Android phone, it's with the expectation of having control over how I use it, not to face restrictions or censorship, this is not even going over the massive privacy risks and data theft, this is an open source operating system and freedom should be key, I do not like how all of these companies and governments are trying to push age verification for everything, and I would hope for the decency of being given privacy "

Ronnie, change.org

"I'm getting so sick of governments/ corporations thinking they can just take away our right to privacy online under the guise of "security", and the more they're able to get away with it, the more we'll see it happening. I'm not a developer and I barely use 3rd party apps, but that doesn't mean I won't fight for our ability to use our phones as we see fit "

Danielle, change.org

"Freedom to choose... With this new move by Google, that freedom is ripped away. Moves like this are things monopolies do, and Google has now proven it wants to be a monopoly. Android has been the staple of choice and open source since it's inception and taking that away is a slap in the face to every person who chooses to customize their phone, and create an experience unique and exclusive to them. Google, stop this foolishness by not forcing users and developers hands. They should have the freedom to choose what they want, or how they develop. "

Kevin, change.org

"I don't think that we should be filtered into buying something we do not want. Something as simply as a weather app should be free, news should be free, but the services that's being offered in app stores as free is usually filled with ads that leak personal information. "

"I don't want to be forced change brands or worse build my own (device), just to install programs I make / want to use, I feel like I will have to hack my phones and replace the OS with something that I can't verify how safe it is (I know android has its problems but still) "

tom, change.org

"I believe increasingly closed ecosystems lend not only to the monopolization of tech but are a threat to the digital sovereignty of individuals worldwide making them susceptible to government and corporate surveillance. "

Adrian, change.org

"I use Android specifically because it is a more open platform. I develop apps for myself and family members and I have no intention of becoming any kind of approved developer just to continue to do that. This is an absolute bait and switch to the most loyal of Android users and is going to drive many of us to seek out alternative operating systems. And sadly makes me want to de-google my life even further. "

greg, change.org

"You're forcing us to create an alternative. We live in an age of increasingly powerful AI, we will not let you control everything. "

Anthony, change.org

"The promise was to have an open OS: a walled garden has always been seen as something negative where the supposed pros do NOT outweigh the cons, among them far too much power in the hands of one, central entity. And every time a stunt like this is attempted, it demonstrates how that simply shouldn't be allowed to ANYone. My phone is mine. Let me install whatever I like on it. "

Daniele, change.org

"Promote Foss and let's talk about the next phone OS "

james, change.org

"I am genuinely angry about what Google is trying to do by limiting APK usage. This is not some tiny background tweak. This cuts straight into the reason many of us chose Android in the first place. Android meant freedom. It meant I could install what I wanted. It meant developers could share their work without kneeling before a single approval system. It meant that when I bought my phone, it was actually mine. We keep hearing that this is about “security.” And yes, security matters. Nobody wants malware. But there is a real difference between protecting users and controlling them. Give people warnings. Give them tools. Educate them. Do not take away their ability to choose. I am an adult, fully willing and capable of deciding what I install on my own device. When APK usage is restricted, everything narrows. Developers get pushed into one official channel. One review process. One company deciding what is acceptable and what is not. That kind of centralized control should make all of us uncomfortable. It changes the balance of power, and it does it under the soft language of safety and convenience. This is about ownership. If I cannot freely install apps, do I truly own my device? Or am I just using it within boundaries that can shift whenever it best suits a corporation? I hardly think it is extreme to say that when I pay for hardware, I should have complete control over what runs on it. That is not radical. That is basic digital autonomy. And I am not okay with watching that autonomy slowly disappear without saying something. "

Brooke, change.org

"The APK file structure is just a file that installs a package, like an EXE on Windows or a variety of extensions for Linux executable files. Our phones are ours, and they are computers; we should be allowed to treat them as ours and not be beholden to big tech deciding how to use our devices for us, we want to own our hardware and use it as we see fit. Give us our devices back and keep Android open! That was the entire appeal for Android dominating the market to begin with! If Android stops being open then there would be no difference between buying an Android and buying an iPhone anymore. "

Nicholas, change.org

"Я считаю, что запрет на установку неизвестных файлов является произвольным ограничением моей личной свободы. Такой запрет лишает меня возможности самостоятельно выбирать программы и приложения, которые я считаю нужными, и тем самым ущемляет мои гражданские права — право на свободный доступ к информации, свободу выбора и безопасный цифровой опыт. Я прошу отменить этот запрет, чтобы каждый пользователь мог самостоятельно решать, какие файлы устанавливать, без необоснованных ограничений со стороны государства или компании. "

"Android has benefited greatly from being open. It is what sperated Android from iOS. If Android is going to just be iOS, might as well just buy into the Apple ecosystem which is much more robust than Android. "

Chris, change.org

"The whole reason Android is popular is because it's open source. This undermines both user freedom and the open spirit that originally defined Android. Making this change under the guise of security amounts to manipulation, lying, deceiving your customers, and taking away their rights to use their device in their way. By doing this you are killing what make android great, the fact that everyone can make an app and load it on his phone. Google should not be able to say what apps we can and can’t download on a device we purchased. This change would remove the main reason I even purchase these phones, stop it google. As a developer I want to be able to use and test my own apps. Having a monopoly over the eccosystem is going to hurt developers and create move forced overreaching and breaching of constitutional rights. You are not protecting anyone from forcing them to use the googleplaystore, in fact all the spyware and malware I ever came in contact with was from Google Play itself. Calling it "sideloading" is just villianizing what a normal download is, removing basic freedoms to use my device as I so choose is a far overreaching tactic that shouldn't be even an option let alone seriously implimented. If this does happen, I won't be using andriod, And will also stop using any other google services. I can't support a company that is anti-consumer. Dealing with the amount of bloat and spyware that comes preinstalled on these phones is bad enough, pushing user to have to deal with these orwellian nightmares is completely unethical. Where did your company statement of" don't be evil" go? "
