Program Overview

The AASHTO Performance Management Technical Service Program is a suite of products and services that support state DOTs in implementing robust AASHTO Performance Management programs in their agencies. The AASHTO Performance Management Technical Service Program includes the following activities.

  • Identify, develop, and deliver needed training;
  • Facilitate the sharing and retention of performance management best practices;
  • Develop AASHTO Performance Management tools and resources; and
  • Provide access to specialty services, experts, and consultants related to AASHTO Performance Management.

The technical areas addressed include asset management, risk management, organizational management, and system mobility and emerging technologies. The AASHTO Performance Management Technical Service Program grew out of the successful AASHTO Performance Management Technical Service pooled-fund program that was led by the Rhode Island Department of Transportation and supported by FHWA with the intent to support state DOTs in implementing the then forthcoming performance management regulations through educational and technical support.

State DOT Benefits

The AASHTO Performance Management Technical Service Program will include a number of core services that all members will receive when they sign up and optional services that members will be able to individually select to receive.

Core Services

  1. Develop and Deliver Learning and Capacity Development Resources—Develop training and educational material to meet the gaps identified in the knowledge, skills, and abilities of member departments. AASHTO Performance Management Technical Service Program members will be able to access these training and educational resources free of charge.
  2. Establish and Maintain the TPM Information Clearinghouse—The TPM Information Clearinghouse (www.transportationmanagement.us) has been regarded as a valuable resource to both members and the industry. It is used to showcase PM best practices, foster collaboration, and serve as a repository for PM resources. AASHTO Performance Management Technical Service Program members will support the further development of this resource and access to it.
  3. Support Knowledge Transfer among Member Departments—Plan and host virtual and in-person meetings and peer exchanges throughout the calendar year. AASHTO Performance Management Technical Service Program members will be able to provide input into what these events will cover and also attend a certain number of events free of charge each year.

Optional Services

  1. Provide Access to Deep-Dive PM3 TPM Planning Analytics (OPTIONAL)—AASHTO Performance Management Technical Service Program member agencies have the option to pay for access to a suite of cloud based PM3 TPM tools and technical support. In addition to meeting federally-required reporting requirements, these tools provide additional transportation and mobility insights to the causes of congestion and trends in travel statistics to support the development of programs and strategies to address congestion and safety.
  2. Customized Implementation Support and Web Portals (OPTIONAL)—AASHTO Performance Management Technical Service Program member agencies have the option to pay for access to a network of TPM experts and consultants to assist in the implementation of performance management tools and programs. In addition, member agencies can pay for the creation and deployment of customized performance management web portals for their agency based upon the scalable platform developed under the existing AASHTO Performance Management Technical Service Program Information Clearinghouse.
