Human trafficking is a global crime and a grave violation of human rights that increasingly intersects with transportation systems, including railways. Jointly developed by the United Nations Economic Commission for Europe (UNECE) and the International Union of Railways (UIC), Recommendations for Combatting Human Trafficking on Railways provides the first comprehensive framework dedicated to addressing trafficking risks in the railway environment. Drawing on the expertise of an international group of railway operators, law enforcement agencies, governments, international organizations, civil society representatives, and academia, the publication highlights the unique role railways can play in preventing trafficking, identifying suspicious situations, protecting victims, and supporting coordinated responses across borders.
This document offers practical and actionable recommendations for railway companies, policymakers, and relevant stakeholders in four key areas: improving data gathering, deploying effective security measures, building healthy railway procurement environment, and enabling lasting impact through collaboration supported by policy. It showcases good practices from around the world and promotes a human-centred approach that balances security, operational realities, and human rights considerations. By encouraging stronger cooperation across the transport sector and beyond, these recommendations aim to help railways become a proactive partner in the global fight against human trafficking.
